Carl Hassell – CSCS Alliance Forum Chair nomination

My current role as Chief Operating Officer at NOCN Group allows me to bridge policy, regulation, and workforce development across the construction and built environment sectors. Having chaired the original CSCS Alliance Big Data Group, I have worked directly with licensees and CSCS Limited to establish frameworks for shared governance, data integrity, competence and cross-industry insight — experiences that align closely with the Forum’s purpose of ensuring transparent, inclusive leadership. 

How I meet the brief 

  • Leadership & Governance: I have led multi-stakeholder forums and chaired groups across government, industry, and education, promoting fair, consensus-driven decision-making and accountability. My governance work within NOCN includes oversight of regulated qualifications, card schemes, and end-point assessments, embedding impartiality and compliance. 
  • Strategic Direction: for the past 20 years of my career, I have consistently worked to align skills, competence, and data strategy with industry reforms such as the Building Safety Act, digital transformation, and devolution of skills budgets. This strategic oversight has helped shape how workforce competence frameworks evolve in response to regulatory and policy change. 
  • Representation & Advocacy: As Chair of NOCN’s Industry Engagement Group (members include Unite the Union, Build UK, the CLC, HBF, CPA, FPS, NFDC, Highways England, EUSR as well as observers from CITB, and CSCS), I bring trusted relationships across the full ecosystem. I regularly represent sector interests to government, ensuring industry perspectives shape national skills and competency strategies. 
  • Collaboration & Culture: Having worked within the Alliance since its inception, I value its diversity of views and the shared purpose it represents. I would continue to nurture an open, balanced culture — where licensees feel equally heard, the Secretariat is supported, and collaboration drives collective progress. 

What I would bring as Chair
I would bring steady, independent leadership rooted in trust and experience — ensuring the Forum remains inclusive, strategically focused, and aligned with the CSCS and CLC’s wider goals. My focus would be on continuity of governance, strengthening communication between the Steering Committee and sub-groups, and ensuring the Alliance’s voice remains credible, consistent, and outward-looking. 

The CSCS Alliance is one of the few places where the industry can speak collectively on competence and safety. I would be honoured to help guide its next phase — ensuring that our governance, collaboration, and advocacy continue to raise standards across the built environment.
